Local Plan Main Modifications

Overview

This is a consultation on proposed Main Modifications to the Eastleigh Borough Local Plan 2016-2036. The consultation runs from 6 weeks from Wednesday 9 June to Wednesday 21 July 2021.    

Why your views matter

The Eastleigh Borough Local Plan is undergoing an independent examination following its submission to Government in October 2018. As part of the examination, hearing sessions were held between November 2019 and January 2020 and a further additional hearing held in January 2021, under the direction of the Planning Inspector Christa Masters MA (Hons) MRTPI. In April 2020, the Inspector sent the Council a post-hearing letter setting out issues to be addressed and a way forward.

The Planning Inspector has requested that the Council now undertake consultation on a number of Main Modifications required to make the Plan sound in the light of issues identified during the examination. This is without prejudice to the Inspector’s ultimate conclusions and recommendations on the Plan. The Main Modifications set out a series of changes required to resolve issues that make the Local Plan unsound or where it is not legally compliant.

In addition to the Main Modifications, comments are also invited on revisions to the Policies Map that have been required as a result of a Main Modification, the Sustainability Appraisal Addendum and the Revised Habitats Regulations Assessment. These are published alongside the Main Modifications. All comments received on these documents, and the Council’s responses, will be forwarded to the Inspector, who will take them into account before she completes her report.

The Council has also published a schedule of Additional Modifications to the Local Plan. These are minor changes not required to make the plan sound and include updates, changes for consistency and clarity and corrections. The Schedule of Additional Modifications is not part of the formal Local Plan examination. The Council will consider any comments received on these additional modifications. 

The Main Modifications should be read alongside the Submission Local Plan (June 2018).

The Sustainability Appraisal Addendum should be read together with the proposed submission Local Plan Sustainability Appraisal report (June 2018).

What happens next

The consultation is now closed and all responses will be forwarded to the Planning Inspector, who will take them into account before completing her report.
